They eventually find out that Phillip Voigt went to the CIA to complain that the agency had assigned the three women to spy on him. In response the CIA denied any involvement with the three. One of their handlers, angered by the damage this caused to her career, hired the hitman to take her revenge on Swensen, Beck and Harrington.In the end it is also revealed that Philip Voigt has been elected president of the United States.
